    Carter County Sheriff’s Office reports arrests

    The following arrests were reported by the Carter County Sheriff’s Office:

    • David Dwight Stevens Jr. was arrested on Aug. 9 after Sgt. Tyler Holsclaw conducted a traffic stop on a green Subaru Legacy on Bristol Highway due to an expired license plate. A warrant check revealed Stevens had two active warrants for failure to appear and violation of probation from Carter County General Sessions Court. He was transported to the Carter County Detention Center.
    • Rafael J. Fregozo Jr. was arrested on Aug. 10 for criminal trespass after Deputy Matthew Lyle was dispatched to the 400 block of Watauga Road for a report of a trespasser. Despite being previously warned not to return to the property without permission, Fregozo refused to leave, stating he would not depart without his belongings. He was taken into custody and transported to the Carter County Detention Center.
    • Cody R. Honeycutt was arrested on Aug. 10 on Norman Joines Road by Deputy Zach Whaley. Honeycutt was taken into custody on an outstanding warrant for violation of probation out of Bristol, Va. The warrant was confirmed, and Honeycutt was charged with being a fugitive from justice. He was transported to the Carter County Detention Center.
    • Daniel E. Hancock was arrested on Aug. 11 at 701 Broad St. (Exxon) by Sgt. Tyler Holsclaw on an active warrant for violation of probation out of Carter County General Sessions Court. Hancock was transported to the Carter County Detention Center.
    • Francis Stevens turned herself in to the Carter County Detention Center on Aug. 11 on a warrant for violation of probation out of Carter County General Sessions Court. She was taken into custody without incident.
    • Laci Bunten was arrested on Aug. 12 by Deputy Zach Whaley during a routine patrol at the Blevins Road boat ramp. A warrant check revealed Bunten had an outstanding warrant for failure to appear out of Carter County General Sessions Court. She was transported to the Carter County Detention Center.
    • Russell Bonde was arrested on Aug. 12 on Bristol Highway by Deputy Cory Locklear and Sgt. C. Carrier. It was confirmed through Carter County Dispatch that Bonde had two active warrants out of Carter County Circuit Court for failure to appear, each with a $250 bond. Bonde was transported to the Carter County Detention Center.
    • James Arron Jones was arrested on Aug. 12 by Deputy Zach Whaley at Towneview Estates Drive on two outstanding warrants for violation of probation out of Carter County Criminal Court and evading arrest out of Carter County General Sessions Court. Jones was transported to the Carter County Detention Center.
    • Derek Nathaniel Shortt was arrested on Aug. 14 on Cindy Drive by Deputy Cory Locklear, Sgt. C. Carrier, Lt. C. Reichenbach, and Lt. L. Denny. Shortt was wanted on multiple charges out of Carter County General Sessions Court, including driving while revoked, improper passing, felony evading arrest, reckless driving, failure to obey a traffic control device, and a stop sign violation. Shortt attempted to flee from deputies but was apprehended after a brief struggle. He was transported to the Carter County Detention Center, where he was also charged with resisting arrest.
    • Carl Mitchell Little was arrested on Aug. 14 by Transport Officer Kevin Kemp after meeting with Johnson City Police Department. Little was taken into custody on an active warrant for violation of probation issued by the Carter County Criminal Court. He was transported to the Carter County Detention Center without incident.
    • Billy Napier was arrested on Aug. 14 on Lovers Lane by Deputy Cory Locklear and Deputy R. Huskins. It was confirmed that Napier had an active warrant out of Carter County Criminal Court for violation of community corrections. He was transported to the Carter County Detention Center and is being held without bond.
    • Elizabeth B. Parker was arrested on Aug. 15 by Sgt. Peters after a traffic stop by Washington County at East Unaka and North Roan Street in Johnson City. Parker was charged with domestic violence following an investigation by Deputy Nicholas Gass into a physical domestic assault reported at 425 East Fourth Ave. (Dollar General), Watauga. Parker allegedly struck the complainant multiple times during an altercation at their residence. She was transported to the Carter County Detention Center without incident.

    Note: All arrestees are presumed innocent until proven guilty in a court of law.
