    Elkhart RDC approves proposals for new developments

    The Elkhart Redevelopment Commission recently heard presentations from developers who submitted proposals for the city’s River District and Main Street.

    Both developers are aligned with the objectives of ASPIRE Elkhart, Tomorrow’s Elkhart, Starting Today.

    weImpact delivered a presentation detailing plans for the Delta in River District Zones 2 and 3. The components will create 12,000 square feet of commercial space, 120 multi-family housing units and 10 townhomes. The developer aims to remain consistent with the River District’s objective to be a dense, walkable and diverse area.

    Garrison Frazier presented their plans for the recently vacated 1000 block of South Main Street. The firm proposed a mixed-use development, including commercial and residential space. This development would provide 10,300 square feet of commercial space, 81 apartment units and 4,850 square feet of residential amenity space.

    The RFP for the 1000 block of South Main Street required the incorporation of a historic piece of art into the new development. The block was home to the Kelby Love mural. Garrison Frazier’s proposal includes the creation of “Love Plaza” at the corner of Prairie and Main streets that includes the mural and a community gathering space.

    The Elkhart Redevelopment Commission voted to accept these proposals. The commission advised staff to move forward with agreements with both developers.

    The Elkhart Redevelopment Commission primarily focuses on projects in or near a designated Tax Increment Financing (TIF) area. The RDC may come up with projects themselves, or have projects suggested to them by government officials, private developers and local citizens. Projects are often focused on increasing property values in the area. They tend to be either public use or private development projects.
