    Flags Under Fire in Manchester Vermont

    The local business owners in Manchester have been fighting back against a local zoning ordinance which prohibits the display of flags, pennants, streamers, and balloons near their businesses. The national flag is exempt from the rule.

    Business owners have made several attempts to challenge the ordinance, including a concerted effort in 2015. At present some of the businesses have purchased green and white open flags – all uniform, to appease the town.

    The issue was put on the agenda and brought up at the planning commission meeting.

    Commission member Leon Ward said the initial intention of the ordinance was to ensure uniformity and maintain Manchester’s aesthetic. Ward acknowledged that the rules are too restrictive, and suggested that the town agree on a single open flag.

    Flags and similar displays attract attention to businesses being open, and motion creates energy, generally pleasant and happy. Go to any county fair and the colorful streamers and pennants are always moving in the breeze. It brightens what might otherwise be a drab area and denotes friendliness, and a feeling of being close with other people.

    Business owners are proposing a revised ordinance that would satisfy the planning department and allow more flexibility.
