    Save the date for Estacada's National Night Out, city gets bargain sewer loan, and more news

    Save the date for National Night Out

    This year’s National Night Out will be held from 5-8 p.m. Tuesday Aug. 6 in the parking lot across from the fire station, 502 S.E. Main St.

    The event is designed as a fun way to foster community and build partnerships between law enforcement and residents of the Estacada Area.

    Estacada’s National Night Out will feature venders, non-profit groups, local businesses, folks from the Clackamas County Sheriff’s Office and the Estacada Rural Fire Department.

    City gets low-interest loan for sewer plant

    The City of Estacada was able to substantially reduce the interest rate on a loan to build the new wastewater treatment plant, producing big savings for bill payers and the city.

    The City of Estacada partnered with the Oregon DEQ Clean Water State Revolving Fund to secure a loan at 1%, which is a reduction from the original rate of 2.45%. The loan amount is likely to be around $40 million.

    “We’re in the final stages of paperwork, but this move could potentially save the city around $10 million over the loan’s lifespan. This means we may not have to raise the rates as high as originally anticipated, as our loan payments will be lower. The City is continuing to look for ways to reduce the cost of the project and get more grants,” said City Manager Melanie Wagner.

    The city also got a waiver from Build America Buy America requirements. This exemption was granted because the project was already underway prior to the implementation of these new regulations. This waiver not only saves time but also reduces procurement complexities, allowing Estacada to adhere to the original project completion deadline of late 2026, the city said in an announcement.

    Youth member appointed to Parks & Rec

    Lane Jackson, a seventh-grader, was appointed to be the non-voting youth member of the Estacada Parks and Recreation Commission.

    The Estacada City Council approved the appointment at the July 8 meeting.

    Lane Jackson said in his application that he has volunteered for non-profits including Harper’s Playground and Smile Oregon.

    He noted that “my sister is disabled so I would like to advocate for inclusive parks and community access.”

    Lane’s mom Christy Jackson is a member of the Parks & Rec Commission.

    Also at that meeting, Avalina Woodard was appointed to be the youth representative on the city’s new Economic Development Commission.

    The city council recently created the non-voting youth positions on city committees and commissions for kids in grades seven to 12.

    City council to put psilocybin ban on ballot

    The Estacada City Council will ask voters if they want a permanent ban on the manufacture of psilocybin products or psilocybin service centers in Estacada.

    In 2022 Estacada voters approved a two-year ban on psilocybin, sometimes called magic mushrooms, which is expiring at year end.

    Oregon measure 109, passed by Oregon voters in 2020 and known as the Oregon Psilocybin Service Act, allows for the manufacture, delivery and administration of psilocybin (mushrooms) at licensed facilities.

    The council discussed asking voters for another two-year ban, or a permanent ban and the permanent ban was approved for the ballot by a 4-to-3 vote.

    The issue will be on the November ballot and the city has until August 16 to submit the ballot measure to the state.
