Domestic Duck at Corning Preserve Boat Launch

This duck (I call him Wilbur) has been hanging around the Corning preserve boat launch. He looks like a domesticated duck. I’m worried that come winter he won’t be able to migrate or the geese will be aggressive towards him. He always seems to be alone. I called a local rescue and they basically told me to handle it myself. Any ideas how to start a rescue mission? PS he loves canned sweet corn.
