Body camera footage was recently released of the scene when police discovered the child. The mother, Rabyah Muballigh, was arrested outside the home for child endangerment. She could face up to 10-and-a-half years at the Ohio Reformatory for Women.
The apartment is located on Wallace Drive in Fairborn, Ohio. It was Muballigh who called 911.
The police described the condition of the apartment as deplorable. In the body camera video, garbage, dirt and bugs can be seen around the home.
Greene County Prosecuting Attorney David D. Hayes released a statement declaring: "This is the worst case of child abuse I've seen in my twenty-year career.
"Muballigh is going to prison for several years, as she should. Her primary responsibility was to care for that child and she failed to do that and caused that child serious physical harm."

The little girl was huddled in the corner, unresponsive. Her bed had been soiled, and she was covered in bug bites.
In the video, an officer can be heard saying, "Oh, she's still breathing, let's go let's go."
Sgt. Nathan Penrod said she is slowly recovering, according to WHIO-TV7.
“She’s got a long road to recovery, but she is continuing to gain some weight. But again, she’s probably going to be hospitalized for quite some time,” he said.
“This really hits hard. We’re taking it one step at a time keeping the young girl in our prayers. But as a father, it definitely does hit.”
Muballigh will also undergo a mental health evaluation. The girl’s father, Corel Michael Moody, is set to go to trial in October after being indicted for endangering a child, obstructing justice, and tampering with evidence earlier this month.
