    Deadline approaching for funds from American Rescue Plan Act

    Falls County Commissioners Court met at the County Courthouse in Marlin on July 8. Commissioners present were Milton Albright (Pct. 1), Jason Willberg (Pct. 3) and Nita Wuebker (Pct. 4).  F.A. Green (Pct. 2) participated via conference call.

    Commissioner Nita Wuebker announced Blevins Solar is hosting a public meeting at the Chilton Fire Department on July 9 from 5:30-8 p.m. Kayci Nehring confirmed due to lack of personnel, Falls County is now processing for Milam County.

    Concerning the American Rescue Plan, Judge Elliott noted three recipients of the grant funds, Falconer Stamps Center, Paul Funeral Home and Mooreville Water, have not completely fulfilled the requirements of the grant. The deadline is July 8.  Judge Elliott and F.A. Green noted they would reach out to the recipients.

    In other matters, Commissioners accepted the certification of additional sales and use of taxes to pay debt services for Falls County and Falls County Lateral Road. Concerning the Local Park Grant Program Resolution Authorizing Application, Commissioners noted eligibility. It was agreed Falls County Judge Elliott and County Auditor, Georgia Patterson, will be the program representatives.

    Compensatory time payouts for two jail employees and the bonding of Tax Assessor-Collector Kayci Nehring were approved. Commissioners also authorized interlocal agreements for assessment and collection of taxes for Elm Creek Watershed Authority District, Chilton ISD, and Emergency Service District #2. Bids were received and approved from several entities for road materials.

    Road and Bridge Administrator Jeff Jackson presented a brief overview of precinct work reports. Road repair and bridge-related work continues. Judge Elliott encouraged Jackson to take before and after pictures. Manpower, time, equipment and dumping of debris are major concerns.

    Commissioner Milton Albright moved to pay the bills, seconded by Commissioner Willberg, the motion carried. With no further business, the meeting adjourned.

    Commissioners also met on June 24. Commissioners present were Milton Albright (Pct. 1), Jason Willberg (Pct. 3), and Nita Wuebker (Pct. 4). F.A.  Green (Pct. 2) was not in attendance.

    As elected officials’ reports, it was stated that Blevins Solar LLC has shown interest in donating solar lights at the Falls on Brazos Park. Due to Deer Creek Bridge damages located between Lott and Chiton on Hwy. 77, traffic has been re-routed. A local mobile FEMA location is still under discussion. Concerning the American Rescue Plan, July 8 is the deadline for approved non-profits to respond.

    Indicating no weaknesses or deficiencies, Commissioners accepted the Falls County Annual Financial Report for the fiscal year ending Sept. 30, 2023. Kayci Nehring was appointed to calculate the effective tax rate for Falls County and Lateral Road tax year 2024.  Commissioners also approved the interlocal agreements for assessment and collection of taxes for Westphalia ISD, Cities of Lott, Marlin, Rosebud and ESD #1.

    In other matters, Commissioners approved the indigent health care payment of $26,946.11 fee for good for three years. A Memorandum of Understanding (MOU) was signed indicating that Falls County will support to the continued development and operation of the local Children’s Advocacy Center executing protocols/guidelines. The program of the Advocacy Center for Crime Victims and Children provides services to sexual and/or serious physical abuse under the age of 18 and their families.

    Concerning the payout of compensatory time, Commissioners agreed to a payout to one road and bridge employee. To be able to clear the county roads and county lands of fallen trees and branches which are impeding use of those roads without the need to advertise for bids, Commissioners authorized the purchase of a skid steer and all necessary attachments from RDO Equipment Company-John Deere. Jeff Jackson, Road & Bridge Administrator, noted several updates including county roads affected by storm and FEMA ‘s input in bridge repairs. TxDot has several road repairs to be completed.

    Commissioner Albright moved to approve payments of bills and reimbursements, seconded by Commissioner Jason Willberg, motion carried. Commissioner Wuebker moved to approve the minutes from the June 10 meeting. The meeting was adjourned at 10:16.
