OKALOOSA COUNTY, Fla. ( WMBB ) – The Fort Walton Beach Police Department Special Investigations Unit (SUI) arrested 19 suspects after a six-month-long narcotics investigation.

According to a news release, in March of 2022, SIU began investigating 37-year-old Christopher Manuel Davis of Fort Walton Beach. Authorities said the search warrant yielded 48 grams of fentanyl packaged for sale, methamphetamine, and firearms.

Authorities said Davis was subsequently arrested on narcotics and firearms-related charges. Davis was released from the Okaloosa County the following day on bond.

In June 2023, investigators said they learned that Davis was continuing to distribute narcotics from his residence and began a new investigation.

During August, investigators sought assistance from the Florida Department of Law Enforcement Pensacola Regional, leading to a joint investigation with FDLE Pensacola Regional.

From September to December of 2023, FWBPD and FDLE investigators conducted intense surveillance of Davis and co-conspirators to identify his sources of supply. Investigators said once the illegal drug network was identified the investigation continued through April of 2024.

On April 18th, FWBPD patrol officers responded to a residence on Ferry Rd. about a cardiac arrest. Authorities said they located 36-year-old Mitchell Kingsbury deceased in his living room of an apparent overdose.

In the investigation into Davis and his drug network, investigators said they learned that Amy Majeau and another male, Andrew McLovich were involved in the sale of cocaine to Kingsbury.

The substance that was sold to Kingsbury contained fentanyl which led to his death, authorities wrote.

On April 19, FWBPD and FDLE investigators with the assistance of the FHP Criminal Interdiction Unit arrested Christopher Davis, Amy Majeau, and Shandra Beard, according to authorities.

Davis was charged with four counts of fentanyl distribution while Majeau and Beard were charged with conspiracy to sell, manufacture, or deliver fentanyl, conspiracy to sell, manufacture, or deliver cocaine, and conspiracy to sell, manufacture or deliver methamphetamine.

On April 25, investigators executed a search warrant on Molina St. resulting in the seizure of additional narcotics evidence, a firearm, and the arrest of Cecelia Hill. Hill was arrested for conspiracy to sell, manufacture, or deliver fentanyl and conspiracy to sell, manufacture, or deliver methamphetamine.

Investigators also arrested Andrew McLovich for conspiracy to sell, manufacture, or deliver fentanyl and conspiracy to sell, manufacture, or deliver cocaine. McLovich was also charged with distribution of a controlled substance resulting in overdose or serious bodily harm, a charge resulting from the overdose incident on April 15.

From May 8 to May 20, investigators began arresting the remainder of Davis drug network and co-conspirators with the assistance of the Okaloosa Sheriff’s Office, Santa Rosa County Sheriff’s Office, and DEA, authorities added.

In total 19 people were arrested with charges ranging from racketeering, conspiracy to traffick fentanyl 28 grams or more, conspiracy to traffick methamphetamine over 200 grams, conspiracy to sell, manufacture or deliver fentanyl and other substances, soliciting to sell or deliver controlled substances, and unlawful use of a two-way device.

On June 14, the final day of the investigation Majeau and McLovich were arrested at the Okaloosa County Jail charging them both with murder, an overdose of fentanyl, and cocaine in the death of Mitchell Kingsbury.
