A water recycling plant worker found a decomposing body after he moved a metal panel covering a sewage tank, Texas police told news outlets.

The body was floating in the water inside of the treatment plant in San Antonio on Sept. 7, according to police. The water recycling center is operated by the San Antonio Water System , according to the system’s website.

Using poles, the worker tied a rope around the body to prevent it from floating farther into the system, then called police, officials told KENS.

A black backpack containing two phones and two credit cards was found in a diversion tank next to the one the body was found in, officials told the San Antonio Report.

Police looked up the name on the credit cards, which matched the name of a missing person, KENS reported. Police have not identified the person found dead in the tank.

A hazmat unit removed the body from the sewage tank, officers told the San Antonio Report.

It is unknown how the person got inside of the tank, but police said there were no signs of foul play.

The medical examiner’s office will determine the cause of death, according to police.

    Officials are continuing to investigate.
