    St. Ann man fatally struck pedestrian and dog with car: Police

    ST. LOUIS COUNTY, Mo. – A St. Ann man has been charged with driving off the road and striking a pedestrian who was walking his dog, killing both.

    According to the St. Louis County Police Department’s probable cause statement, the incident took place on July 29, 2023, at the intersection of Ashby Road and Briston Drive.

    Police said Terry Parnley (age not provided) was driving south on Ashby approaching Briston when his vehicle went off the roadway, then onto the sidewalk and grassy area. Parnley struck the victim and his dog and then re-entered the roadway and continued southward on Ashby.

    Both the victim and dog died.

    Investigators recovered a Craftsman brand wrench, a piece of tire, a side view mirror, an antenna, and other items from the crash scene. Later that day, police received word of an abandoned vehicle in the 10900 block of North Warson Road, approximately one mile away from the crash.

    The vehicle had two deflated tires, a missing side view mirror, a missing antenna, and a large circular shatter on the right portion of the dash window with dried blood. Police said the vehicle contained a tool set of Craftsman wrenches that was missing an 18mm wrench.

    Investigators said the front bumper had hair fibers consistent with the victim’s dog, and the blood from the dash window matched the victim.

    Police eventually questioned Parnley, who claimed he was in an accident at Lindbergh and St. Charles Rock Road. Authorities said they found DNA evidence linking Parnley to the abandoned vehicle.

    The St. Louis County Prosecuting Attorney’s Office charged Parnley with first-degree involuntary manslaughter and leaving the scene of an accident resulting in death.

    Parnley has prior convictions in Missouri for burglary, stealing, failure to appear in court, endangering the welfare of a child, and non-support, as well as a domestic battery conviction in Illinois.
