    you're trying to stop people from going somewhere that people have been going for over 100 years... it's not going to happen until construction starts. simply put, if the pier is there, so will the people. I used to go as a teen/young adult just to set up my hammock for a few hours and relax. people would be fishing, filming, playing music making art, expressing themselves... sure troubled people would take advantage of it and use... but that can't be avoided in any major city in the world... replace graffiti pier with a graffiti park. Just concrete slabs
