I don't know where the numbers are coming from. The Israeli forces in Rafah, the Givanti Infantry Brigade, which is the main fighting force in Rafah, has said that only 550 fighters in the Rafah Brigade have been killed. With over 3,000 civilians killed, this is consistent with the 86 percent civilian casualty rate seen elsewhere. As is true elsewhere, the number of attacks on refugee camps without any Hamas fighters was roughly equal to the number of attacks where there were Hamas fighters among the victims.
