    Suspect charged in Kansas City shooting that killed man, injured woman

    KANSAS CITY, Mo. — A Kansas City, Missouri man is facing multiple charges in connection to a shooting earlier this month that left one man dead and a woman injured .

    Jackson County prosecutors on Friday charged Otis Wayne Brown with second-degree murder, first-degree assault, second-degree property damage, interference with legal process, two counts of unlawful use of a weapon and four counts of armed criminal action.

    According to court documents, just before 11:30 p.m. on Tuesday, Sept. 3, Kansas City police officers were patrolling the area of E. 55th Street and Prospect Avenue where they contacted two people who were advised to leave the property due to loitering.

    The two people left east on 55th Street, crossing U.S. 71 Highway. Shortly after, KCPD officers heard multiple gunshots coming from the area of 55th Street and Benton Avenue.

    Officers responded to the area and found a man and woman lying in the intersection suffering from apparent gun shot wounds. Both victims were taken to Research Medical Center where the female victim was reported to have non-life threatening injuries.

    The male victim, identified as 39-year-old Shroy Lapsely, was pronounced dead just before 1 a.m. on Wednesday, Sept. 4.

    According to court documents, the female victim told detectives the person that shot her and Lapsely was Brown and she had known him for several years.

    The victim stated she was walking with Lapsely when Brown approached them on foot and fired three gunshots in their direction.

    Brown was located and taken into custody on Wednesday, Sept. 25, in Kansas City, after attempting to run from police, reach into his waist band and run behind a residence, according to court documents. A firearm was later located in the pathway where Brown had run.

    The firearm located was a 9mm Hi-Point, which was the same caliber casings located at the homicide scene, according to court documents. It was found to be altered, having a defaced serial number, appearing to have been scratched off and unable to read and also appeared to be painted, altering the weapon’s appearance.

    Brown was served a court ordered search warrant for a DNA buccal swab. Court documents say Brown refused to comply in giving the sample, becoming defiant by closing his mouth, clenching his hands and arms, requiring him to be handcuffed.

    Court documents say Brown continued to refuse to comply with the court order search warrant, which required multiple detectives to obtain the sample.

    Brown flipped chairs and a table in the interview room, causing damage to the walls, along with spitting, court documents say. He also threatened to assault a homicide sergeant with a chair and attack detectives.

    He is scheduled to appear in court for a bond review hearing on Thursday, Oct. 3 at 10 a.m.
