    The Frederick County Food Council, a local nonprofit, is testing a new tool to assess the strengths and weaknesses of the county’s food system, so it can improve residents’ access to a healthy, reliable food supply.

    A local food system is the location-specific network of agricultural producers, consumers and organizations involved in producing, processing, distributing and selling foods, according to the U.S. Department of Agriculture (USDA).
