    Fulton police investigate Kathy Street after man found dead in street, one neighbor saw man get shot

    FULTON, Mo. (KMIZ)

    A Fulton Police Department deputy chief said one a man was found dead in a residential street on Tuesday afternoon.

    The Fulton Police Department advised residents on Tuesday to avoid the area of town near Kathy Street. FPD Deputy Chief Dall Hedges said one person was found dead at the scene. He said there is no active threat to the community.

    Hedges said that police are trying to locates any possible suspects, but could not confirm if police are looking for more than one person.

    Police later wrote in a press release that the victim was Jakiem O. Braggs, 19, of Fulton.

    The department wrote at 3:25 p.m. that it is investigating "an incident that occurred earlier this afternoon." The Callaway County Sheriff's Office is assisting in the investigation, according to the post and a sheriff's office spokesman.

    "On July 16, 2024 at 1:05 pm Fulton Police, Callaway County Sheriffs Office, and Missouri State Highway Patrol responded to the 1200 block of Kathy Street for reports of gunshots in the area," the release says. "Upon arrival officers discovered one person shot and immediate aid was rendered, however the subject succumbed to their injuries.  It is not believed this was a random incident and there is no known danger to the public."

    Police left the scene before 4:50 p.m. but later returned. Six officers were later seen entering a home after 6 p.m. and came back out without anyone in custody.

    Fire fighters were seen washing blood off the street when an ABC 17 News reporter arrived. Damage to the windshield of a vehicle was observed.

    A neighbor who wished to remain anonymous told ABC 17 News that they first heard "pops" while they were in their home. The neighbor claimed they saw a man crouched behind a moving car with a gun in his hand while he was shooting. Moments later, the neighbor saw the man down on the street while he was bleeding.

    Property damage was observed to multiple cars that were towed away, neighbors say. Neighbors claimed the man was not from the neighborhood, but said they had seen him in the area before.

    Another neighbor told ABC 17 News that they first heard what sounded like a firecracker before their grandchild told them that a car was being shot. That man saw the man rolling around in the street before he died.

    Another neighbor who wished to be identified as "Tony" said he saw the man get shot.

    "“I heard a couple shots, I got up and went to the window I saw a BMW going across the street. I saw the driver of the BMW get out, walk to the back of the car in a hunched position, reached over the left side of the trunk, shot a couple of three times. It sounded like three to me. Then he ducked down, came over to the right side of the car, he pointed his gun up above the trunk, fire a couple more shots and then all of a sudden it was just a barrage of bullets, like an automatic weapon," he said. "I don’t know if it was or not, but that’s what it sounded like."

    Tony said he saw the man fall to the ground after the shooting.

    "He fell to the ground. The car was still rollin, so I was out of the door runnin’ and the whole left side of his face was… ugly, I’ll put it that way," Tony said. "He was floppin’ around on the ground, I saw the gun that he had in the middle, well not the middle but about two-thirds of the way into that lane with a clip laying off to the righthand side and it looked like a bullet had partially came out, but it was still in the side chamber,"

    Tony claims he didn't see any cars leave the area before police arrived.

    The Fulton Fire Department was on the scene to wash blood off the street.

    Police have asked that anyone with information should call the Fulton Police Department at 573-592-3100.
