That’s an $13,804,410, or 11.53%, increase from 2024. The biggest increase is in personnel expenses. That includes the hiring of 15 firefighters for the new Fire Station #8 and a 5% cost of living adjustment (COLA). Mahoney says that’s important because city employees have only COLA adjustment’s of 3.5%, 3.5%, and 2% over the last three years, far below inflation. And he points out that the employee turnover rate has grown to an average of almost 13% over the last three years, compared to less than 5% in 2017-2019.
