Glendale council hears final budget, repeat code offender ordinance

Along with its last hearing on the fiscal year 2025 city budget, the Glendale City Council will hear the final version of a proposed ordinance for repeat violators of city code and vote on it

The council's voting meeting begins at 12:30 p.m. Tuesday, June 11 in the Glendale Civic Center, 5750 W Glenn Drive.

A Nov. 21 council item of special interest started the path toward the repeated offender ordinance. Staff updated the council at Feb. 27, April 23 and May 14 work sessions.

The $1.48 billion final budget is nearly identical to the tentative budget for Fiscal Year 2025 approved by the council on on May 14.

Glendale does not plan to increase its property tax rate for the ninth straight year. The final property tax levy adoption hearing is slated for June 25.

If the ordinance is passed "repeat offender" shall mean a responsible person who has a confirmed history of violating the Glendale Municipal Code Titles 24 or 25 three or more times within 12-month period following the date of the issuance of the second violation of the Glendale City Code.

Violations of this ordinance would be separate from other code violations, with fines of no less than $100 and no greater than $1,000, and between $150 and $1,000 for subsequent violations

This budget allows for moving the Emergency Management division out of the Glendale Fire Department.

Nichole Munson is the director of the new, separate Emergency Management Department. It will have four full time equivalent positions and a budget of $1,079,106.

Also during the council voting meeting is a hearin on the reappointment of presiding City Judge Nicholas DiPiazza, and an ordinance authorizing the city to execute documents and take the necessary actions to apply legally available funds to the defeasance of  2015 or 2017 Transportation Excise Tax revenue obligations for debt service savings.

It is estimated that Glendale will contribute $25.2 million for the defeasance of approximately $29.9 million in debt service currently outstanding Transportation Excise Tax obligations.

During the work session beginning at 12:30 p.m.  the council will discuss appointing members to the government service committee and potential short-term rental code amendments.
