Ohio death row inmate found too incompetent to be executed
Thursday, a hearing was held before Trumbull County Court of Common Pleas Judge Sean O'Brien regarding the murder conviction and death sentence of Sean Carter. CINCINNATI (WXIX) -A prisoner who had escaped has been found and brought back to the River City Correctional Center, according to Executive Director of the prison Scott McVey.
