    California Legislature Passes Bill to Limit Smartphone Use in Schools, Awaits Newsom’s Signature

    In a significant move to improve student well-being and academic performance, the California Legislature has passed Assembly Bill 3216, also known as the Phone-Free Schools Act. Authored by Assemblymembers Josh Hoover (R-Folsom), Al Muratsuchi (D-Torrance), Josh Lowenthal (D-Long Beach), and David Alvarez (D-San Diego), the bill requires all school districts in the state to adopt policies limiting or prohibiting smartphone use by students during the school day by July 1, 2026.

    "Today the Legislature took meaningful action to support students and transform schools across California,” said Assemblyman Josh Hoover. "This bipartisan effort is about putting kids first and improving their academic and mental health outcomes."

    Research has shown that excessive smartphone use among children can lead to lower test scores, increased anxiety, depression, and even suicide. Many schools that have already implemented smartphone restrictions report positive outcomes, including higher academic performance, reduced bullying, and better social interaction among students.

    The bill now awaits Governor Gavin Newsom's signature, with the Governor having indicated his support for the measure in recent weeks.
