    SACRAMENTO, CA – Governor Gavin Newsom, alongside members of the California Legislative Black Caucus (CLBC), has signed a series of pivotal bills aimed at addressing the legacy of racial discrimination and advancing key issues for Black Californians. As part of this legislative action, Newsom signed AB 3089, issuing a formal apology for California's role in the perpetuation of slavery and its enduring legacy.

    In a significant moment, Governor Newsom stated, “The State of California accepts responsibility for the role we played in promoting and permitting the institution of slavery and its lasting racial disparities. This is an important step forward in recognizing past injustices and making amends.”

    The legislation, part of the CLBC’s priority bills, includes measures addressing food deserts, maternal health disparities, employment discrimination, and more. Among the key bills signed:

    • SB 1089: Requires advance notice from grocery stores and pharmacies before closures to combat food deserts affecting communities of color.
    • AB 1815: Expands protections against race-related discrimination, including traits like hair texture and protective hairstyles.
    • AB 2319: Strengthens enforcement of anti-bias training in hospitals to reduce maternal health disparities.
    • AB 1986: Increases access to literature for incarcerated individuals by reviewing banned books in state prisons.
    • AB 3089: Issues a formal apology for California’s role in slavery, to be memorialized with a plaque in the State Capitol.

    This legislative package is a culmination of a two-year effort by the Reparations Task Force and marks another step in California’s journey toward justice and equity for Black Californians. Governor Newsom has also enacted several measures targeting structural racism, including the creation of the nation’s first “Ebony Alert” for missing Black children and young women, and landmark reforms in criminal justice.

    By joining other states like Virginia and New Jersey in formally apologizing for their role in slavery, California continues to lead in addressing the injustices of the past and fostering healing for future generations.
