    Hagerstown man charged in recent double shooting that left one dead

    Hagerstown Police have arrested one of two suspects in last Thursday's fatal shooting near downtown Hagerstown , according to court documents.

    Brandon Lamont Hinton Jr., 24, is facing numerous charges including first-degree murder for the death of Rusty Mark Edwards, 49, according to charging documents filed in Washington County District Court. Edwards would have turned 50 on Saturday.

    A second suspect also is named in the charging documents filed against Hinton. When The Herald-Mail asked Hagerstown Police if there was an arrest warrant out for the second suspect, Sgt. Jesse Duffey emailed that police were not commenting any further as to whether another person had been charged because there is an active investigation into who/where the other suspect is.

    Two people were shot during Thursday's incident around 12:53 p.m. in the 200 block of East Washington Street. The second victim, Tiheen Justice Nathan Matthews, 20, had a gunshot wound to the right ear, according to court documents. Matthews was taken to Meritus Medical Center, where he was treated and released.

    Police found the victims inside the black sedan at the intersection of East Washington and North Cannon Avenue.

    Hinton also is charged with three counts each of attempted first-degree murder because Matthews and two other people were in the car that was shot at on Thursday afternoon.

    The shooting in broad daylight on a clear afternoon resulted in several blocks being closed for hours due to the response and investigation.

    Hinton was being held without bond Monday at the Washington County Detention Center. His bond hearing, originally scheduled for Monday, was postponed to Tuesday.

    Edwards and Matthews were among four people in a black 2018 Kia Optima parked on the north side of East Washington Street when the two shooters, on electric scooters, approached the car, according to charging documents.

    Police interviewed witnesses and watched city surveillance camera footage in the area.

    In the video, the first suspect approaches the front driver's side door and appears to get in an argument with people in the car, charging documents state. He opens that car door, takes a few steps back and pulls a gun from his waistband, pointing it toward the driver.

    The suspect walks backwards, heading west down the sidewalk away from the car, and a few seconds later is seen firing into the rear window of the car.

    Edwards is seen exiting the back passenger side and fires back toward the man.

    The first suspect takes cover behind a vehicle before shooting at Edwards again, charging documents state. Edwards gets back in the car and the car starts to leave but stops shortly after, according to video and a witness statement in the charging documents.

    The second suspect, whom police later identified as Hinton, had ridden his scooter past the sedan, stopping about 25 feet ahead of the car and staying on the sidewalk. After the first suspect began shooting at the car, Hinton is alleged to have pulled a silver handgun from his waistband and shot at the car, charging documents state.

    Both suspects ran to North Mulberry Street, where they met up, charging documents state. From there, they ran through alleys to the 100 block of East Franklin Street.

    Edwards had a gunshot wound to the chest and was pronounced dead at Meritus Medical Center at 1:20 p.m.

    Hinton was later spotted leaving a home in the 100 block of East Franklin Street.
