Typical Navy thinking and spending. They spent billions in renovating the entire neighborhood, then millions in road improvements, millions on environmental control over the never ending beach erosion projects, but nothing on the infrastructure (water, sewer, electrical). Then they lease the community to a mainland company but for some dumb ass (paid off) reason they kept control of the infrastructure. So, now all you tenants have to deal with the most overpaid, uneducated, poorly managed, maintenance company called NAVFAC HI.
