U.S. Navy Capt. Ted Elkins relieved Capt. Paul N. Flores as the 44th commanding officer of Naval Air Station Whiting Field in a ceremony onboard the installation on Friday. The change of command ceremony is a long-standing Navy tradition that is focused on ensuring orderly transition of duties from one officer to another.
