Just more proof liberal dems will lie unconditionally, manipulate statistics and have no idea what the definition of "illegal", "corrupt" or " treasonist" is accept when it comes to political prosecution of there oppenents!     I don't really get it. You have a budget and you saved 4.3M in the actuals. I assume that budget included money for the ESA program so did the ESA save 4.3M or did that come from an other area in this budget. The only thing this article tells me is that the budget did a fairly good job of matching the actual but it told me nothing on where all the money was saved. For all I know Horne might have stiffed district schools to make this surplus.
