    Tough call. Not an aggressive breed but it did come at him. Friendly or aggressive advance at the cop, we’ll never know. Unfortunately, I think the civilian will lose this one. Dog wasn’t on a leash. How was the cop supposed to know if he’s going to be bit or not? He has the right to NOT find out the hard way.
