This particular instance is included within the scope of Project Safe Neighborhoods (PSN), an initiative that unites law enforcement at all levels and the communities they serve in order to decrease instances of violent crime and gun violence, ultimately creating safer neighborhoods for all residents. On May 26, 2021, the Department introduced an enhanced strategy aimed at reducing violent crime as part of PSN, which is based on several fundamental principles: promoting trust and legitimacy within our communities, supporting community-based organizations that work towards preventing violence, establishing targeted and strategic enforcement priorities, and evaluating the outcomes achieved. According to court documents, Blue was employed by the victim as a day laborer. On March 19, 2023, the two individuals were engaged in the task of dismantling an outdated trailer on a property located in Eatonville, Washington. Upon completion of their work for the day, they rendezvoused at the Roy Y Park and Ride facility where the victim intended to compensate Blue for his labor.

In the parking lot, the two individuals emerged from their vehicles and engaged in a heated dispute. Blue brandished a knife and proceeded to repeatedly stab the victim in the abdomen, inflicting severe lacerations to his intestines, colon, and liver. Even as the victim collapsed on the ground, Blue persisted in his assault.

Following the attack, Blue swiftly fled the scene while the wounded victim managed to contact emergency services by dialing 9-1-1. He was discovered in a critical condition inside his car and was promptly transported to the hospital. The victim is currently undergoing a challenging recovery process, necessitating multiple surgeries to address his extensive injuries.

The Roy Y Park and Ride facility is located within the boundaries of Joint Base Lewis McChord, making it subject to federal jurisdiction. Assistant United States Attorney Hillary Stuart, in correspondence to the court, expressed concern that Blue has not been dissuaded from committing violent crimes, despite multiple arrests and incarcerations. According to Stuart, Blue's previous encounters with the legal system should have made him aware of the severe repercussions of his actions, but this has not been the case. It is evident that Blue has no regard for the law or the justice system.

The individual who suffered harm is seeking a sum of $25,363 as compensation. Chief Judge Estudillo will ascertain the precise restitution amount during a hearing scheduled for the following month.

The Federal Bureau of Investigation (FBI) and the Army Criminal Investigation Division (CID) conducted a thorough inquiry into the matter, with support from the Pierce County Sheriff's Office.

Assistant United States Attorney Hillary K. Stuart is handling the prosecution of this case.
