The four non-playoff teams from last season are entered in the lottery, and four-digit combinations are pulled to determine the pick's order. </p><p> Seattle will pick fourth, as the odds predicted, but Phoenix's numbers were pulled for third, though they had the second-best odds for the overall pick.
