Running back Jonathan Taylor (ankle) remains sidelined, and second-year quarterback Anthony Richardson (oblique) will be the emergency third QB as Joe Flacco gets his second straight start.
Among the active Colts : Receivers Michael Pittman Jr. (back) and Josh Downs (toe) were on the injury report all week, as were offensive linemen Braden Smith (knee/ankle) and Ryan Kelly (neck).
Cornerback Kenny Moore II (hip/shoulder) and defensive end Kwity Paye (quadricep) are returning after missing last week's game.
Tennessee had previously ruled out safety Jamal Adams (hip), defensive lineman Keondre Coburn (knee) and linebacker Cedric Gray (shoulder).
