Why both the library and downtown authority want you to pass this millage
The Detroit Public Library relies on its millage to operate, and is asking voters in Detroit to renew it for another 10 years. What taxpayers might not know is that every year, millions of dollars get siphoned from the library, school system and city budget to an authority that promotes development downtown. Library officials desperately want voters to approve the millage renewal, called Proposal L, but also take issue with the practice known as “tax capture.” This week we look into the trade-off between downtown growth and city services.
