Pilot Sentenced: 2 Years for Assault on Minor During Flight Training

    2024-03-19

DETROIT — In a case that has shocked a Michigan community, a Harrison Township pilot has been sentenced to two years in federal prison for engaging in abusive sexual contact with a minor, United States Attorney Dawn N. Ison announced today. The sentencing follows the guilty plea of 72-year-old Rex Phelps, who admitted to the charges brought against him for his conduct during flying lessons with a 15-year-old girl.

United States District Judge Stephen J. Murphy, III, delivered the sentence, imposing the maximum 24 months in prison allowed by law. The conviction is the culmination of an investigation led by the Federal Bureau of Investigation (FBI), with Special Agent in Charge Cheyvoryea Gibson playing a key role in the proceedings.

Phelps’s criminal activities came to light following a flying lesson with the victim, during which he groomed and inappropriately touched her on multiple occasions. Additionally, Phelps engaged in improper communication with the minor, including sending a text message that featured a suggestive picture accompanied by an explicit comment. This behavior was discovered after Phelps mistakenly sent the message to someone who then alerted the authorities.

U.S. Attorney Ison emphasized the importance of the sentence, stating, "This sentence reaffirms our office's commitment to protecting the most innocent and vulnerable members of our community – children." Ison condemned Phelps’s betrayal of trust, noting the expectations placed on him by the victim’s parents and society at large.

Special Agent in Charge Gibson also commented on the case, highlighting the role of educators and instructors in safeguarding the wellbeing of young learners. "It is utterly shameful that this individual took advantage of this young girl," Gibson said, affirming the FBI's dedication to prosecuting individuals who exploit minors.
