When a train carrying the then-President George H-W Bush approached Seneca during the 1992 campaign, the train slowed but never stopped. And that surprised people who gathered near the Seneca Depot. Devoe Blackston, mayor at the time, believes it had to do with concerns on the part of the president’s security team.
