HBCU representation appointed to Division I Legislative Committee

JACKSON, Miss. | Jackson State University Associate Athletic Director for Academics and Compliance Malone Silver has been appointed as a member of the Division I Legislative Committee. He is the only member of the 16-person committee from an HBCU.

The appointment runs from July 1 of this year until June 30, 2028.

The Legislative Committee’s primary responsibility will be to review and make recommendations to the Council regarding the merits of proposals developed through the shared governance process (conferences and Council committees). The Legislative Committee will also provide feedback to autonomy conferences regarding the impact of autonomy proposals on the entire Division I membership.

The committee will communicate positions to sponsors, recommend amendments for consideration, and coordinate a legislation discussion session at the NCAA Convention. The Legislative Committee also will serve as the final appellate body for decisions made by the NCAA Division I Legislative Review and Interpretations Committee. Standing Division I committees that will report to the Legislative Committee are the NCAA Division I Student-Athlete Reinstatement Committee, the Legislative Review and Interpretations Committee, and the Committee on Legislative Relief.

About Malone Silver

Malone Silver joined Jackson State University Division of Athletics in August 2021 as the Assistant Athletic Director for Academics.

During his time as the Assistant Athletic Director for Academics at the Jackson Mississippi HBCU, Malone oversaw all areas of student-athlete support including academic advising and student-athlete development. He was promoted to Associate Athletic Director for Academics and Compliance in February 2023 to oversee both the academic and compliance areas. Under his leadership, Jackson State University Athletics Department has achieved academic success and has been publicly recognized for its NCAA Academic Progress Rate (APR) and Graduation Success Rate (GSR) during the 2022-2023 NCAA GSR release, Jackson State University Athletics posted an 89% Graduation Success Rate which was the highest amongst in all of HBCU and the third highest in the state of Mississippi.

Malone comes to Jackson State University after spending three years at the University of South Carolina. During his time at South Carolina as the Football Academic Advisor, Malone helped the Gamecocks football team earn over a 3.0 semester GPA in four of the last six semesters. During the Spring 2021 semester, the football program earned the 4th highest program GPA ever with a 3.022 and earned the 2nd highest Graduation Success Rate (GSR) in the Southeastern Conference (SEC) at 89 percent. During the Fall 2020 semester, 20 football student-athletes had already earned their undergraduate degrees.
