Tennessee Introduces Choice Lanes to Reduce Congestion

NASHVILLE, Tenn. – Tennessee is embarking on a new transportation model with the introduction of "Choice Lanes," high-speed toll lanes aimed at reducing congestion on Interstate 24 between Nashville and Murfreesboro. Traditional free highways will still be available.

The Tennessee Department of Transportation announced Tuesday that the lanes, part of Gov. Bill Lee's Transportation Modernization Act, will use dynamic pricing to manage traffic flow and offer drivers a faster commute for a fee.

"Choice Lanes are designed to provide a more reliable travel time for those willing to pay," said Rebekah Hammonds,TDOT Community Relations Officer. "It's about choice and flexibility for drivers."

Unlike traditional toll roads, Choice Lanes will operate on a variable pricing system, similar to ride-sharing services, with tolls fluctuating based on traffic volume. TDOT officials said the goal is to create a more predictable travel experience for those who use the lanes, while also improving conditions in the general-purpose lanes by reducing congestion.

The project is part of a larger effort to address growing traffic congestion in the state, and TDOT is exploring similar initiatives in other regions.

"We're looking at this as a potential solution for other congested areas," Hammonds said.

To implement the project, TDOT plans to partner with a private company to design, build, finance, operate, and maintain the lanes. The state will retain ownership of the roadway.

Construction is expected to begin in 2027, following public input sessions scheduled for next week.

TDOT officials emphasized that buses and other public transportation vehicles will be allowed to use the Choice Lanes at no cost.

The agency is still developing specific policies for the new lanes, including how tolls will be collected and how much they will cost.

    Additional Information

    • Choice Lanes are expected to operate at around 45 mph during rush hours.
    • TDOT is considering similar projects on I-65 between Nashville and Spring Hill, I-24 in Chattanooga, and I-40 in Knoxville.
    • The Transportation Modernization Board will oversee the development and operation of Choice Lanes.

TDOT officials believe Choice Lanes offer a more sustainable and effective approach to managing traffic congestion compared to traditional highway expansion.
