    Man charged with vehicular homicide by intoxication after April fatal crash on I-26

    JOHNSON CITY, Tenn. (WJHL) — A man is facing several charges in connection to a fatal crash on Interstate 26 in April.

    A grand jury indicted David P. Russell on charges of vehicular homicide by intoxication, possession of a handgun while under the influence, and one-way roads and rotary traffic islands, according to a spokesperson from the Johnson City Police Department.

    Russell turned himself in at the Washington County Detention Center on July 19 and has since bonded out of jail, according to the spokesperson.

    The charges are related to a crash that occurred just before midnight on April 28 at Exit 17 on I-26.

    Police said Russell was driving in the wrong direction when he crashed head-on into another vehicle.

    The driver of the other vehicle, Austin Teagarden, 27, of Knoxville, died at the scene. Russell reportedly received serious injuries and was taken to a hospital.
