Sounds good in principle, however just getting into a house is only the beginning. The new buyers must be able to afford the taxes (I'm not willing to give property tax breaks when I can't get one) or maintain the place as it ages. Then when the affordable property appreciates it is no longer affordable for the next buyer. So try encouraging people to live within their means and save money for that first starter home. It may be a fixer upper but you will have much more pride in your home when make it yours with your own sweat and elbow grease.
