    Penn Circle project in East Liberty completed

    The ribbons were cut Thursday as the Penn Circle conversion project is complete with traffic flowing in two directions.

    Completed during the summer months, the Penn Circle two-way conversion has been fully converted to two-way traffic from the previous one lane.

    from Deputy Director at East Liberty Development Skip Schwab says the plan began over two decades ago.

    “The first phase of the two-way conversion was Penn Circle South which was for the first phase of the East Side development,” said Schwab, who thanked city officials for “getting us to the finish line.”

    The new updates include multiple safety upgrades for pedestrians, cyclists and motorists.

    Also, 34 striped crosswalks, 8,000 feet of bikes likes, more parking and over 6,490 square feet of additional green space have been added.

    “Fighting back against urban renewal is more than just infrastructure—it's about righting the wrongs of the past and ensuring that every community, especially those that have been historically underserved, receives the investment and care they deserve,” said Mayor Ed Gainey.
