The Department of Education and the Norwin School District have reached an agreement after an investigation of complaints the district allowed a racially hostile environment.

The Education Department says the district allowed a racially hostile atmosphere, including when two students wore Confederate Flag gear to a school spirit rally dubbed "Merica Monday" in October 2021.

Some parents complained and the Department's finding is that the District failed to take any action about their concerns.

They found several other incidents, such as one student being told to "go pick cotton" by another, were not acted upon because they happened outside school grounds.

The investigation says Norwin also failed to provide evidence that it responded to complaints from parents who felt intimidated by a student wearing a Black Lives Matter T-Shirt.

The Resolution now requires the district to take a number of steps including undergoing special training on racial harassment, keeping records of their response and conduct a climate survey at the Middle and High School.
