    Proposed Kilgore College policy would change who has final say in property disposal after music dumping incident

    KILGORE, Texas ( KETK ) – The Kilgore College Board of Trustees received an update Monday night on the ‘music dumping incident’ that happened earlier this summer.

    The school issued an apology in June, after irreplaceable music scores, CDs and vinyl records were found in a dumpster on campus .

    Executive Vice President Mike Jenkins proposed an amendment to their policy on who has the final say in the disposal of property deem unusable on campus.

    “In the past designee could really be anybody and as we saw most recently, some of the individuals that were help making the decisions, whether or not to retain or dispose of property were relatively new individuals that didn’t have that institutional history of what may have been there,” Jenkins said.

    The Texas Association of School Boards’ policy state that the school president with recommendations from a designee have the final say when disposing of items.

    “When you look at the policy that we had in place, it was written by the Texas Association of School Boards out of Austin. They were really looking at things from a state agency perspective where they’re dealing with massive amounts of state property here locally,” Jenkins said. “We don’t have that much in terms of the vast quantities, but we do have some very rich historical items that we need to be sure to preserve.”

    Jenkins recommended a plan in which he and the executive of facility services would work together to properly determine an item’s historical significance and whether it should be kept or properly disposed.

    “For example, because of my tenure at the institution, I may be able to look at documents or things like that and say, yes, those could have historic significance,” Jenkins said. “On the flip side, our executive director of facility services will be much better suited to look at a piece of equipment or an air conditioning unit and say, we don’t need to keep that.”

    There is also a change to administrative rules that are now currently in place. Those include bringing in an expert to do a deep evaluation of pieces and equipment that may have historical significance.

    The materials and equipment included in the proposed change will be evaluated if they are 25 years or older and if they are still functional.

    “The question of is something of historical significance and how do we identify that? And by limiting the number of people who have the ability to make that decision helps focus us tighter on making a better decision,” said Jenkins.

    The proposed policy change will be voted on during a board meeting next month.
