NORMAN, Okla. ( KFOR ) — Norman Police are investigating the deaths of two toddlers that were found in a hot car Thursday afternoon.

The incident happened in a neighborhood not far from the University of Oklahoma campus.

Andrew Kabara and his wife have lived off West Brooks Street and Flood Avenue for years.

“Tragedy strikes all over the place, all over the world. And here it hit real close to home,” says Kabara.

“Norman police were called to a request for a welfare check on a vehicle that had stopped in the middle of the 1000 block of west brooks street,” says Sarah Schettler with the Norman Police Department.

On Thursday, Kabara says he looked out of his window in disbelief.

“We heard a little commotion out front and saw about 20 squad cars and the place taped off. Couldn’t believe what was happening,” said Kabara. “Our neighbor in front said she heard a scream about a few minutes before the cops showed up.”

Norman Police says they’re still working to figure out how the incident happened.

“At this point the job of our investigators would be to determine if there was any negligence, willful negligence, that lead or was linked to the death of the children,” says Schettler.

Jacob Wood is a senior at OU who says he was walking home during the time of the incident.

“I was just walking home, saw flashing lights,” says Wood.

Wood also says, “It’s really heartbreaking, I mean, it’s just sad to think that I could have been in my house when they were sitting there.”

Kabara says activity down the street is normal, especially with students coming and going to class.

“Normally we see people get out during the day like this with a backpack, and we know pretty much they’re heading to school,” says Kabara.

Investigators tell News 4 the two toddlers were twins.

Norman Police says they’re working with the medical examiner’s office to determine the cause of the toddlers’ deaths.
