no doubt the owners who starved these dogs made sure they themselves had plenty of food and likely even their vices.

start making it a requirement to register your animals if they are microchipped and spayed/neutered it is free, if not it cost money to the city/county. then, these abandoned animals can be tracked back to the owners and prosecute these people.
