    Ex-CHP captain arrested on suspicion of theft and workers’ comp fraud

    On Thursday, the California Highway Patrol announced the arrest of a former captain on suspicion of theft and workers’ compensation insurance fraud.

    The agency said Matthew Stover, 51, was detained in Folsom, a suburb of Sacramento, and booked into the Sacramento County Jail.

    The CHP said Stover, who worked with the agency for 22 years, filed a workers’ compensation insurance claim in June 2023 and his doctor placed him off work that same month.

    The agency’s Workers’ Compensation Fraud Investigations Unit spotted possible fraud and launched an investigation.

    According to the CHP, during his time away from work due to injury leave, Stover engaged in activities that were not consistent with the limitations he reported and restrictions placed upon him by doctors.

    The investigation also showed that he may have committed perjury and fraud by falsifying the vehicle registration paperwork he turned in to the DMV.

    According to the DMV, Stover faces the following six charges:
    • false statement to fraudulently obtain compensation
    • knowingly presenting false insurance claim
    • knowingly making false statement for insurance payment
    • concealing or failing to disclose event affecting benefits
    • perjury
    • false statement to the DMV

    The CHP said that tips on possible cases of workers’ compensation fraud can be reported to the hotline 1-866-779-9237.
