PARKERSBURG, W.Va. (WTAP) —Target Red is an initiative started by the West Virginia Governor’s Highway Safety Program. According to the West Virginia Department of Transportation, intersection-related crashes made up 18% of all crashes in West Virginia between 2016 and 2020. They also account for 14% of all fatalities and 19% of all serious injuries. Speeding and aggressive driving caused these crashes in this time frame.
