An intoxicated Ottumwa man allegedly drove while revoked. 37-year-old Wansa Walter was charged with drunk drive revocation and OWI – 3rd or subsequent offense. On July 19 at 11:44 p.m, court records say Walter was driving a vehicle on South Sheridan Avenue. Officers observed Walter to have watery blood shot eyes, an odor of alcohol, and unsteady balance. Officers say Walter admitted that he was previously drinking an alcoholic beverage.
