    Secretary of State releases full list of statewide ballot measures, candidates up for vote in Arkansas

    FAYETTEVILLE, Ark. (KNWA/KFTA) — Arkansas Secretary of State John Thurston releases the full list of statewide ballot measures and a complete list of every candidate running in each county in the state for the November 5 election.

    There are three constitutional amendments up for a vote.

    The first ballot measure asks voters to decide if they are for or against lottery proceeds being used to fund scholarships and grants to Arkansas citizens enrolled in vocational-technical schools and technical institutes.

    The second ballot measure is an amendment requiring local voter approval in a county-wide special election for certain new casino licenses and repealing the authority to issue a casino license in Pope County.

    The third ballot is a constitutional amendment to expand access to medical marijuana. The expansion would allow nurse practitioners, physician’s assistants and pharmacists to prescribe medical marijuana along with doctors.

    The medical condition qualifications in Arkansas’ current medical marijuana law would also be broadened to include whatever a healthcare practitioner feels is debilitating for a patient and could be treated with marijuana.

    Medical marijuana cards would also expire after three years under the proposal, instead of the current one-year limit.

    Absent from the list is an amendment preventing the state from restricting access to abortion up to 18 weeks after conception.

    Arkansas Supreme Court rules abortion amendment supporters did not meet signature requirements, won’t be on ballot

    A ruling from the Supreme Court on August 22 states that the group Arkansas For Limited Government failed to meet the stated guidelines for submitting documentation that paid canvassers had been trained on state election laws, meaning signatures gathered by those canvassers could not be considered for the total required.

    The ruling looks to end the effort to put an abortion amendment on the ballot.
