Grand jury finds Portland officer’s use of force justified in deadly December shooting

PORTLAND, Ore. ( KOIN ) — A Multnomah County grand jury has ruled a Portland police officer was justified when he shot and killed a man while responding to a reported theft back in December.

The Multnomah County District Attorney’s Office announced Saturday that the grand jury returned a “not true” bill, finding Officer Justin Clary’s use of force resulting in the death of 27-year-old Isaac Seavy not criminal under Oregon law.

According to the Portland police, Clary, a 22-year veteran of the bureau, shot and killed Seavey while responding to a theft report with another officer in Northeast Portland.

The shooting, which took place near Northeast Marx Drive and Northeast 92nd Drive on Dec. 6, happened after an “encounter” between the two officers and Seavy when the officers who responded to the theft call were led to an RV parked nearby, police said.

Officials say only Clary used deadly force, but both officers involved were placed on paid administrative leave.
