4 Portland police officers cleared by a grand jury in fatal shooting

PORTLAND, Ore. ( KOIN ) — A Multnomah County grand jury has found that four Portland police officers did not break the law when they used deadly force to kill Richard Shawn Perez earlier this year.

On May 6, the four officers opened fire on the 45-year-old after he allegedly fired at members of the Portland Police Bureau’s Special Emergency Response Team while they were serving a warrant at a Southeast Portland home .

On Friday of this week, the grand jury returned a not true bill for the PPB officers involved: Sebastian Precup, Dewey Madison, Justin Thurman and Jake Ramsey. The decision means the jury found the officers’ use of deadly force “was not criminal under Oregon law,” the Multnomah County District Attorney’s Office said.

During the May 6 investigation, two others — Paige E. Smouse, 21, and Kristian M. Nelson, 22 — were arrested for an alleged robbery that had taken place earlier that day.
