Not sure how it happened but I can guess… paddle boards get boat rules applied so if of age you don’t have to wear a vest but must have it with. They bungee the vest to the boards nose. Then they don’t hook the leash on either. They fall back hit their heads on the board, or big wind gust 💨/storms move in fast, they fall, and the board goes blowing off across the lake and usually good swimmers still drown. The higher the lake the colder the water which doesn’t help. It’s only a matter of time before vests are required to be worn not with you on a paddle board.
