I volunteered there a lot... never saw bad conditions and while the place needed better air conditioning they had ample fans, and on hot days it was much cooler inside. I hadn't been there in a month so it is possible the place went to hell in that time, but an old dog in the heat would have died faster outside. They had a lot of dogs that were perfectly fine, while not the best conditions they certainly were better than several other kennels in the area and the age and health of the dog played a larger role than anyone wants to admit. Animal cruelty is utterly inexcusable, but I've seen none there and had I then I would have been extremely forceful about the need of a drastic and immediate change.
