Washington, D.C. – The U.S. Marshals Service (USMS) announced the results of Operation Nazare Wave, a large-scale operation aimed at reducing violent crime in Washington, D.C., and the surrounding National Capital Region (NCR). Conducted from April to September 2024, the operation resulted in the arrest of 826 fugitives, including 63 for homicide, the seizure of 54 firearms, and the confiscation of 6.4 kilograms of narcotics and $1,115,365 in U.S. currency.

“This successful operation reflects the collaborative approach the Justice Department has taken to turn the tide against violent crime,” said Attorney General Merrick B. Garland. “I am deeply grateful to every Deputy U.S. Marshal and law enforcement partner who took part in this operation.”

Led by the Capital Area Regional Fugitive Task Force (CARFTF), Operation Nazare Wave included participation from more than 30 law enforcement agencies across the Washington, D.C., area. The operation extended beyond the NCR, resulting in arrests across 19 districts nationwide and internationally, as fugitives from the D.C., Maryland, and Virginia (DMV) region fled to other areas and vice versa.

    Significant arrests include:

    • Rakeem Gilgeours, wanted in connection with the July 4 shooting that killed a 6-year-old boy in Temple Hills, Maryland, was apprehended in Miami after being deported from Guyana.
    • Emmanuel Sewell, a registered sex offender wanted for the May 31 murder of Maryland Parole Officer David Martinez, was arrested in West Virginia by the Southern District of West Virginia Violent Offender Task Force.
    • On April 29, a 16-year-old juvenile wanted for aggravated assault and attempted murder following a senior skip day shooting in Greenbelt Park was arrested. A search of the juvenile’s residence yielded significant quantities of cash, drugs, and firearms.

“Operation Nazare Wave shows the commitment of the U.S. Marshals Service and the Department of Justice to reducing violent crime,” said USMS Director Ronald L. Davis. “I want to thank all of the deputies and law enforcement officers who contributed to this operation.”

Several federal, state, and local agencies were instrumental in the success of Operation Nazare Wave, including:

    • Metropolitan Police Department of the District of Columbia
    • U.S. Attorney’s Office for the District of Columbia
    • Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF)
    • Homeland Security Investigations (HSI)
    • U.S. Postal Inspection Service
    • Maryland State Police
    • Virginia State Police
    • And many more agencies from across the NCR and beyond.

This operation coincided with Operation North Star FY2024, which targeted violent crime in 10 other metropolitan areas across the country.
