    Idaho man cited for driving 113 mph with unbuckled child passenger

    A Kuna, Idaho, woman was cited on Interstate 84 late on June 30 for driving 113 miles per hour while a child, estimated at 3 to 4 years old, was sleeping in a car seat that was not buckled.

    According to an Oregon State Police report, Trooper Talon Colton stopped a 2021 Toyota Venza around 11:33 p.m. The driver, Cuiping Ruan, 32, was driving west on the freeway near Milepost 289, about 14 miles north of Baker City.
